Whereas with #PGP one can use #DueDiligence, #MFA & #WebOfTrust independently from each other to verify things!

Because it's a network trust issue, not a coding problem. The fundamental design relies on people being trustworthy, and they aren't always.
That's what the SS7 problem is. You can bribe people. And if you can bribe people, they can do things you want.
VoLTE is trustless. It uses S8HR as the transport. Each network holds its IMS, instead of transmitting it. The bribed person has nothing to give away.
