@Heliograph No, the last person at DoEd should not delete the database because the Department sends that information to loan servicers who have it. The last person should somehow send out to the loan servicers that the loans have been paid and then delete the database.

Set "owed debt" to 0 and sent out info that said avcounts have been paid off, then nuke the system and backups!
